Hybrid Leadership; Indonesian Leadership Model in the Contemporary Era

Hybrid leadership that integrates transformational, adaptive approaches, and Pancasila values is a critical solution for Indonesia in facing global uncertainty. This study aims to develop an ideal leadership model that is collaborative, people-oriented, and rooted in local wisdom, with real contributions to sustainable development and national resilience. Qualitative methods through multiple case studies and policy document analysis are used to evaluate the effectiveness of this model in various sectors. The results show that the hybrid model increases policy effectiveness by 35–48%, with success depending on the bureaucratic adaptation capacity and internalization of Pancasila values. The implication is that this model not only strengthens national identity but also offers an inclusive leadership framework for other developing countries.
