Implementation of Public Services by the Provincial Social Service P3A in Handling Abandoned Babies in Bali

Abstract

This study aims to describe how the Implementation of Public Services by the Social Service for Women's Empowerment and Child Protection (Dinsos P3A) of the Province in Handling Abandoned Babies in Bali. This study uses a descriptive qualitative approach with data collection through interviews, documentation, and observation. The results of the study indicate that the implementation of public services in handling abandoned babies by the Bali Provincial Dinsos P3A has clear and systematic steps or Standard Operating Procedures (SOP) in handling abandoned baby cases in Bali. However, there are challenges that need to be followed up, namely the first is limited resources, both in terms of budget and the number of professional workers. Then, the second challenge is the lack of public awareness and participation in preventing and handling cases of child neglect. Recommendations in this study include the implementation of strengthening performance-based budget planning, and the development of a continuous training system and professional certification for the human resources involved, as well as holding public education/counseling to foster a culture of child protection in the community.
